Bake the Cake
Preheat your oven to 350°F (175°C). Grease and flour a 9-inch round cake pan. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Add the eggs, buttermilk, oil, and vanilla. Mix until smooth. Gradually stir in the boiling water until the batter is well combined. Pour the batter into the prepared pan and bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean. Let cool completely.

Make the Cocoa Mousse
In a saucepan, heat the heavy cream over medium heat until it starts to simmer. Remove from heat and stir in the chocolate chips until melted and smooth. Allow to cool slightly, then refrigerate for about 30 minutes until it thickens. Once thick, whip the mousse until fluffy.

Assemble the Torte
Once the cake is completely cooled, slice it in half horizontally. Spread half of the cocoa mousse on the bottom layer of the cake, then place the top layer back on. Spread the remaining mousse on top of the cake.

Serve
Serve slices of the torte with a scoop of vanilla ice cream on the side.
