Prepare the Ingredients
Rinse the cod fillets and pat them dry with paper towels. Slice the onion into thin strips.
Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and pepper. Gradually whisk in the cold water until the batter is smooth.
Heat the Oil
In a large pot or deep fryer, heat the oil to 350°F (175°C).
Fry the Cod
Dip each cod fillet into the batter, ensuring it is fully coated, then carefully place it in the hot oil. Fry for about 4-6 minutes, or until golden brown. Remove and drain on paper towels.
Assemble the Rolls
Slice the New England rolls open and place a piece of fried cod inside each roll. Top with sautéed onions and a generous dollop of tartar sauce.
Serve
Serve the deep-fried cod rolls hot with extra tartar sauce on the side.
