Preparation of the Chimichangas

Cook the Meat
In a skillet over medium heat, add the ground beef, chili powder, garlic powder, onion powder, salt, and black pepper. Cook until the meat is browned and fully cooked, about 5-7 minutes.

Assemble the Chimichangas
Lay out a flour tortilla on a flat surface. Spread 2 tablespoons of refried beans in the center, followed by 2 tablespoons of cooked ground beef and 2 tablespoons of shredded cheese. Fold the sides of the tortilla over the filling, then roll it up tightly from the bottom.

Fry the Chimichangas
In a large skillet, heat the olive oil over medium-high heat. Carefully place the assembled chimichangas seam-side down in the pan. Fry for 2-3 minutes on each side until golden brown and crispy. Remove and drain on paper towels.
