    Prepare the Fish

    Clean and season the whole fish with salt, black pepper, and fish seasoning. Let it marinate while you prepare the rice.

    Cook the Rice

    In a large pot, heat vegetable oil over medium heat. Add chopped onions and minced garlic. Sauté until onions are translucent.

    Add Vegetables

    Add diced bell pepper, carrot, and green peas to the pot. Stir and cook for about 5 minutes.

    Add Rice and Tomato Paste

    Stir in the rice and tomato paste, mixing well to coat the rice with the oil and vegetables.

    Add Water and Cook

    Pour in water and bring to a boil. Reduce heat to low, cover, and simmer for about 20 minutes or until rice is cooked and water is absorbed.

    Fry the Fish

    In a separate skillet, heat more vegetable oil over medium-high heat. Fry the marinated fish for about 5-7 minutes on each side or until golden brown and cooked through.

    Fluff the rice with a fork and serve it on a platter topped with the fried whole fish. Garnish with lemon.
