Prepare the Dough
In a large bowl, combine warm water, sugar, and dry yeast. Let it sit for about 5-10 minutes until it becomes frothy.

Mix Ingredients
Add the all-purpose flour and salt to the yeast mixture. Stir until a soft dough forms.

Knead the Dough
Transfer the dough to a floured surface and knead for about 5 minutes until smooth and elastic.

Let Dough Rise
Place the dough in a greased bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 hour or until doubled in size.

Heat Oil
In a deep frying pan, heat the vegetable oil over medium heat.

Fry the Puff Puffs
Once the oil is hot, scoop small amounts of dough and carefully drop them into the oil. Fry until golden brown on all sides, about 3-5 minutes.

Drain and Dust
Remove the puff puffs from the oil and place them on paper towels to drain excess oil. While still warm, dust them generously with powdered sugar.
