Prepare the Filling
In a large bowl, combine the borracho beans, Spanish rice, jack cheese, and cheddar cheese. Mix until well combined.

Assemble the Chimichangas
Lay a flour tortilla flat on a clean surface. Spoon about 1/2 cup of the filling mixture into the center of the tortilla. Fold the sides of the tortilla over the filling, then roll it up tightly from the bottom to enclose the filling completely. Repeat with the remaining tortillas and filling.

Fry the Chimichangas
In a large skillet, heat the vegetable oil over medium heat. Once hot, carefully add the chimichangas, seam side down. Fry until golden brown and crispy, about 3-4 minutes per side. Remove from oil and drain on paper towels.

Serve hot with a dollop of sour cream on top and any additional toppings you desire.
