In a mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water, stirring with chopsticks or a fork until the mixture forms a rough dough.

Transfer the dough onto a lightly floured surface and knead for about 10 minutes until it becomes smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a bowl, combine ground pork, chicken broth, ginger, soy sauce, sesame oil, green onions, salt, and pepper. Mix well until all ingredients are incorporated.

Cover the filling and refrigerate for at least 30 minutes to allow the flavors to meld.
Dumpling Assembly

Roll the Dough
After resting, divide the dough into small pieces (about 1 inch each). Roll each piece into a thin circle, about 3 inches in diameter.

Fill the Dumplings
Place a teaspoon of the pork filling in the center of each dough circle. Carefully pleat and pinch the dough together to seal the dumpling, ensuring it is tightly closed.

Set up a steamer and bring water to a boil. Arrange the dumplings in the steamer basket, ensuring they are not touching. Cover and steam for about 10-12 minutes until the dough is translucent and the filling is cooked through.

Carefully remove the dumplings from the steamer and serve hot with a soy sauce or vinegar dipping sauce.
