Make the Dough
In a mixing bowl, combine all-purpose flour and water. Knead until the dough is smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, mix the chopped cabbage, grated carrot, chopped onion, minced garlic, minced ginger, soy sauce, salt, and pepper until well combined.

Shape the Momos
Divide the dough into small balls. Roll out each ball into a thin circle. Place a spoonful of filling in the center. Fold the edges to form a half-moon shape and pinch to seal. Repeat until all dough and filling are used.

Fry the Momos
Heat oil in a deep pan over medium heat. Carefully add the momos in batches and fry until they are golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.

Serve hot with dipping sauce of your choice.
