In a small bowl, combine the kosher salt, black pepper, minced garlic, chopped rosemary, and olive oil. Rub this mixture all over the prime rib roast, ensuring it is well coated.

Place the prime rib in a roasting pan, bone side down. Roast in the preheated oven for 20 minutes. Then, reduce the oven temperature to 325°F (163°C) and continue to roast for about 15-20 minutes per pound, or until the internal temperature reaches your desired doneness (130°F for medium-rare, 140°F for medium).
