Prepare the Prime Rib
Preheat your oven to 450°F (232°C). In a small bowl, mix together salt, black pepper, garlic powder, and onion powder. Rub the prime rib roast with olive oil, then coat it evenly with the spice mixture.

Roast the Prime Rib
Place the seasoned roast on a rack in a roasting pan. Roast in the preheated oven for 15 minutes, then reduce the temperature to 325°F (163°C) and continue cooking for about 1.5 to 2 hours, or until the internal temperature reaches 130°F (54°C) for medium-rare.

Rest the Meat
Remove the roast from the oven and let it rest for at least 20 minutes before slicing. This allows the juices to redistribute throughout the meat.

Prepare Creamy Horseradish
In a small bowl, mix horseradish cream with chopped fresh chives. Adjust seasoning to taste.

Serve
Slice the prime rib and serve with the pan drippings (au jus) and creamy horseradish on the side.
