Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.

Make the Tempura Batter
In a bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and cold water until smooth.

Heat the Oil
In a large pot or deep fryer, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Cauliflower
Dip each cauliflower floret into the tempura batter, allowing excess batter to drip off.

Fry the Cauliflower
Carefully place the battered cauliflower into the hot oil in batches. Fry until golden brown and crispy, about 4-5 minutes. Remove with a slotted spoon and drain on paper towels.

Toss in Sauce
In a large mixing bowl, toss the fried cauliflower with sweet chili sauce until evenly coated.

Garnish and Serve
Transfer the cauliflower to a serving plate, sprinkle with sesame seeds and sliced scallions, and serve immediately.
