Prepare the Cake
Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

Mix Dry Ingredients
In a large bowl, mix together flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Combine Mixtures
Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

Bake
Pour the batter into the prepared cake pan and bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Cool the Cake
Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.

Make the Mousse
While the cake is cooling, melt the chopped chocolate in a double boiler or microwave. Let it cool slightly.

Whip the Cream
In a large bowl, whip the heavy cream until soft peaks form.

Combine Mousse Ingredients
Fold the melted chocolate into the whipped cream until fully incorporated.

Assemble the Torte
Once the cake is cooled, spread the chocolate mousse evenly over the top of the cake.

Chill and Serve
Refrigerate the torte for at least 2 hours before serving. Serve slices with a scoop of vanilla ice cream.
