Prepare the Fish
Rinse the fish fillets under cold water and pat them dry with paper towels. Sprinkle both sides with salt and black pepper. Set aside for about 15 minutes to allow the seasoning to penetrate the fish.

In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, garlic powder, and paprika. Mix well. Gradually add cold water and beer (if using) to the dry ingredients, whisking until you achieve a smooth batter. The consistency should be thick enough to coat the back of a spoon. Allow the batter to rest for about 10 minutes.

In a large frying pan or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the surface, the oil is ready.

Dredge each seasoned fish fillet into the batter, ensuring it's fully coated. Carefully place the battered fish into the hot oil, working in batches to avoid overcrowding. Fry for about 4-5 minutes on each side or until golden brown and cooked through. Use a slotted spoon to remove the fish from the oil and place it on a plate lined with paper towels to drain excess oil.
