Prepare the Halibut
Season the halibut fillets with salt and black pepper on both sides. Heat 2 tablespoons of olive oil in a large skillet over medium-high heat. Add the halibut fillets and sear for about 3-4 minutes on each side or until golden brown. Remove from skillet and set aside.

Sauté Vegetables
In the same skillet, add the remaining tablespoon of olive oil. Sauté the minced garlic, sliced onion, red bell pepper, julienned carrots, and ginger until the vegetables are soft, about 5-7 minutes.

Make the Escabeche Sauce
Add blistered cherry tomatoes to the skillet and stir gently. Then add soy sauce, vinegar, sugar, and water. Bring the mixture to a simmer and cook for about 5 minutes to allow flavors to meld.

Combine and Serve
Return the seared halibut to the skillet and spoon the sauce over the fish. Let it simmer for an additional 3-4 minutes. Garnish with chopped green onions before serving. Serve warm.
