Prepare the Brownies
Preheat your oven to 350°F (175°C). In a large bowl, melt the unsalted butter. Once melted, stir in the cocoa powder, sugar, eggs, and vanilla extract until smooth. Gradually add in the flour until just combined. Pour the brownie batter into a greased 8x8 inch baking dish and bake for 20-25 minutes. Allow to cool completely.

Make the Chocolate Mousse
In a saucepan over low heat, melt the semisweet chocolate chips with the heavy cream, stirring continuously until smooth. Remove from heat and let cool slightly. In a separate bowl, whip the remaining heavy cream until soft peaks form, then gently fold in the melted chocolate mixture and powdered sugar until well combined.

Assemble the Shooter
Crumble the cooled brownies into small pieces. In shot glasses, layer the brownie crumbles and chocolate mousse alternately. Top with a dollop of whipped cream and chocolate shavings, if desired.
