    Cook the Pasta

    Bring a large pot of salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.

    Prepare the Sauce

    In a large skillet, heat olive oil over medium heat. Add the chopped onion, minced garlic, diced carrot, and diced celery. Sauté for about 5-7 minutes until the vegetables are softened.

    Brown the Meat

    Add the ground beef to the skillet and cook until browned, breaking it apart with a spoon (about 8-10 minutes). Drain excess fat if necessary.

    Add Tomatoes and Seasoning

    Stir in the crushed canned tomatoes, dried oregano, salt, and black pepper. Bring to a simmer and let cook for 15-20 minutes, stirring occasionally.

    Add Peas

    During the last 5 minutes of cooking the sauce, stir in the frozen peas and allow to heat through.

    Combine Pasta and Sauce

    Add the cooked penne pasta to the meat sauce and toss to coat evenly. Cook for another 2-3 minutes over low heat.

    Serve hot, garnished with grated Parmesan cheese on top.
