Preheat the Oven
Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan.

Mix Dry Ingredients
In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.

Combine Wet Ingredients
Add the milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until just combined.

Add Boiling Water
Carefully stir in the boiling water until the batter is smooth. It will be thin.

Bake the Cake
Pour the batter into the prepared baking pan. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for about 10 minutes before transferring it to a wire rack. Serve warm or at room temperature.
