Mix Dry Ingredients
In a large bowl, whisk together the flour, baking powder, baking soda, and salt.

Cut in Butter
Cut the cold unsalted butter into the dry ingredients using a pastry cutter or your fingers until the mixture resembles coarse crumbs.

Add Buttermilk
Pour in the buttermilk and stir gently until just combined. Do not overmix.

Turn the dough onto a floured surface and gently knead it for about 30 seconds. Pat it into a 1-inch thick rectangle. Cut into rounds using a biscuit cutter.
