Prepare the Peperonata
In a large skillet, heat 2 tablespoons of olive oil over medium heat. Add the sliced onion and cook until translucent, about 5 minutes. Add the minced garlic and cook for another minute.

Add Bell Peppers
Slice the bell peppers into thin strips and add them to the skillet. Stir in the balsamic vinegar, salt, and black pepper. Cook, stirring occasionally, until the peppers are tender, about 10-15 minutes. Set aside.

Cook the Scallops
Sear the scallops for 2-3 minutes on each side, or until they have a golden-brown crust and are opaque in the center. Remove from heat.

Serve
To serve, place a scoop of cooked rice on each plate, top with the peperonata, and arrange the seared scallops on top. Enjoy!
