Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Sauté the Seafood
In a large skillet, melt 2 tablespoons of butter over medium heat. Add minced garlic and cook until fragrant. Add shrimp and sauté until they turn pink, about 3-4 minutes. Add crab meat and cook for another 2 minutes. Remove from heat and set aside.

Prepare the Cheese Sauce
In a saucepan, melt the remaining 2 tablespoons of butter. Stir in flour and cook for 1 minute. Gradually whisk in milk and cook until thickened. Stir in cream cheese until melted, then add all the shredded cheeses, stirring until smooth. Season with salt and black pepper to taste.

Combine Pasta and Sauce
In a large mixing bowl, combine the cooked macaroni and cheese sauce. Gently fold in the sautéed shrimp and crab.

Serve
Spoon the mac and cheese into serving bowls. Top with fresh pico de gallo and serve with toasted breadsticks on the side.
