In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Whisk together until well combined.

Gradually add the cold sparkling water to the dry mixture while whisking continuously until the batter is smooth and has no lumps. The batter should be thick enough to coat the back of a spoon.

Let the batter rest for about 15 minutes while you prepare the onions.

Peel the large onions and slice them into 1/4-inch thick rings. Carefully separate the rings from each other.
