Prepare the Bang Bang Sauce
In a mixing bowl, combine the mayonnaise, sweet chili sauce, and Sriracha. Mix well and set aside.

Prepare the Slaw
In a large bowl, toss together the shredded cabbage, shredded carrots, rice vinegar, sesame oil, salt, and pepper. Set aside to marinate.

Coat the Shrimp
In a shallow dish, combine the flour, cornstarch, salt, and pepper. In another bowl, place the beaten egg. In a third bowl, place the panko breadcrumbs.

Fry the Shrimp
Dip each shrimp first in the flour mixture, then in the egg, and finally coat with panko breadcrumbs. Heat the vegetable oil in a deep skillet over medium-high heat. Fry the shrimp in batches until golden brown and cooked through, about 2-3 minutes per side. Drain on paper towels.

Assemble the Dish
In a serving bowl, layer the cilantro rice, top with the fried shrimp, drizzle with Bang Bang sauce, and garnish with the marinated slaw and sliced scallions.
