Prepare the Batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper.

Add Sparkling Water
Gradually add the cold sparkling water to the dry ingredients, whisking until smooth. Let the batter rest for about 15 minutes.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Fish
Dip each fish fillet into the batter, ensuring it is well coated.

Fry the Fish
Carefully place the battered fish fillets into the hot oil. Fry for about 6-8 minutes, or until golden brown and cooked through. Remove and drain on paper towels.

Prepare the Potatoes
Peel and cut the potatoes into thick strips, about 1/4 inch wide.

Soak the Potatoes
Soak the potato strips in cold water for at least 30 minutes to remove excess starch. Drain and pat dry.

In another deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the potato strips in batches for about 4-5 minutes until they are golden and crispy. Remove and drain on paper towels. Season with salt to taste.

Mix the Ingredients
In a small bowl, combine the mayonnaise, finely chopped pickles, capers, lemon juice, and dijon mustard. Mix well.
