Prepare Pasta

Cook the Mostaccioli
Bring a large pot of salted water to a boil. Add the mostaccioli pasta and cook according to package instructions until al dente. Drain and set aside.
Make Meat Sauce

Cook the Beef and Vegetables
In a large skillet over medium heat, add the ground beef, diced onion, and minced garlic. Cook until the beef is browned and the onion is translucent, about 5-7 minutes.

Combine Sauce Ingredients
Stir in the crushed tomatoes, tomato paste, Italian seasoning, salt, and black pepper. Allow the sauce to simmer for 10-15 minutes, stirring occasionally.
Combine and Bake

Mix Pasta and Sauce
In a large mixing bowl, combine the cooked mostaccioli and the meat sauce. Stir well to ensure the pasta is evenly coated.

Prepare for Baking
Preheat the oven to 350°F (175°C). Transfer the pasta and sauce mixture into a greased 9x13 inch baking dish.

Add Cheese Toppings
Sprinkle the shredded mozzarella cheese and grated Parmesan cheese evenly on top of the pasta.

Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10-15 minutes until the cheese is bubbly and golden brown.
