Sauté the vegetables
In a large skillet, heat the olive oil over medium heat. Add the diced onion and green bell pepper, and sauté until softened, about 5 minutes.

Add garlic
Stir in the minced garlic and red pepper flakes, cooking for another 1-2 minutes until fragrant.

Add the clams and wine
Add the fresh clams and white wine to the skillet. Cover and cook for about 5-7 minutes, or until the clams have opened. Discard any that do not open.

Combine with pasta
Add the cooked pasta to the skillet, tossing to combine. If the mixture seems dry, add a splash of reserved pasta water.

Season and garnish
Season with salt and black pepper to taste. Stir in the chopped parsley before serving.
