    Prepare the Batter

    In a mixing bowl, combine flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in cold water until smooth.

    Fry the Fish

    Heat oil in a deep skillet over medium-high heat. Dip each Atlantic fish fillet into the batter, letting excess drip off, then carefully place in the hot oil. Fry until golden brown and cooked through, about 3-4 minutes per side. Remove and drain on paper towels.

    Assemble the Sandwich

    Toast the marble rye bread slices on a grill or skillet until golden. On one slice, layer coleslaw, a fried fish fillet, a slice of Swiss cheese, and a generous amount of 1000 Island dressing. Top with another slice of toasted rye.

    Cut the sandwich in half and serve immediately while hot.
