Prepare the Beef
Slice the beef sirloin against the grain into thin strips. In a bowl, mix the soy sauce, brown sugar, and cornstarch. Add the beef to this mixture and let it marinate for at least 30 minutes.

Prepare the Sauce
In a small saucepan, combine the remaining soy sauce, water, minced garlic, and grated ginger. Bring to a simmer over medium heat and let it cook for about 5 minutes.

Cook the Beef
In a large skillet or wok, heat the vegetable oil over high heat. Add the marinated beef and cook until browned, about 5-7 minutes.

Combine and Serve
Pour the prepared sauce over the beef in the skillet and toss to combine. Cook for another 2-3 minutes until the sauce thickens. Garnish with chopped green onions before serving.
