Prepare the Beef
Preheat your oven to 325°F (160°C). Season the beef shank with salt and black pepper on all sides.

Sear the Meat
In a large Dutch oven, heat olive oil over medium-high heat. Once hot, add the beef shank and sear until browned on all sides, about 4-5 minutes per side. Remove the beef and set aside.

Add Broth and Herbs
Return the beef shank to the pot. Add beef broth, bay leaves, and fresh thyme. Bring to a boil.

Prepare the Dough
In a large bowl, whisk together flour, baking powder, and salt. Cut in the cold, cubed butter until the mixture resembles coarse crumbs.

Add Milk
Stir in the milk until just combined. Do not overmix.

Shape and Bake
Turn the dough onto a floured surface and knead gently. Roll out to 1-inch thickness and cut into rounds. Place on a baking sheet and bake in a preheated oven at 425°F (220°C) for 15-20 minutes until golden brown.
