Prepare the batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until the batter is smooth and slightly thick.
Heat the oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Batter the fish
Cut the white fish fillets into strips. Dip each strip into the batter, ensuring it is fully coated.
Fry the fish
Carefully place the battered fish strips into the hot oil in batches, frying until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.
Assemble the tacos
Warm the flour tortillas in a dry skillet or microwave. Place 1-2 pieces of fried fish on each tortilla, top with pico de gallo, and squeeze fresh lime juice over the top.
Serve
Serve the fish tacos immediately with extra lime wedges on the side.
