In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until the batter is smooth and free of lumps.

In a deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Fish
Dip each piece of white fish fillet into the batter, ensuring it is completely coated.

Carefully lower the battered fish into the hot oil, frying in batches if necessary. Fry for about 4-5 minutes or until golden brown and crispy. Remove and drain on paper towels.
