    Make the Dough

    In a large bowl, combine the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in cold water, a little at a time, until a dough forms. Knead briefly until smooth. Wrap in plastic wrap and refrigerate for at least 30 minutes.

    Prepare the Filling

    In a skillet over medium heat, cook the onion and garlic until softened. Add the ground beef and cook until browned. Stir in the bell pepper, olives, hard-boiled eggs, cumin, paprika, and black pepper. Cook for an additional 5 minutes. Remove from heat and let cool.

    Assemble the Empanadas

    Preheat the oven to 375°F (190°C). Roll out the dough on a lightly floured surface to about 1/8 inch thick. Cut out circles (about 4-5 inches in diameter). Place a spoonful of filling on one half of each circle. Fold over and crimp the edges to seal.

    Bake the Empanadas

    Place the empanadas on a baking sheet lined with parchment paper. Beat the egg and brush it over the tops of the empanadas. Bake for 25-30 minutes or until golden brown.
