    Make the Dough

    In a large mixing bowl, combine the all-purpose flour, baking powder, and salt. Mix well.

    Mix Wet Ingredients

    In a separate bowl, beat the eggs and whisk in the milk. Melt the butter and add it to the egg mixture.

    Combine Mixtures

    Pour the wet ingredients into the dry ingredients. Mix until just combined; do not overmix.

Prepare the Filling

    Combine Filling Ingredients

    In a bowl, mix together the shredded chicken, cream cheese, chopped spinach, garlic powder, onion powder, black pepper, and grated Parmesan cheese until well combined.

Assemble the Pannigans

    Preheat the Pan

    Heat a non-stick skillet over medium heat and lightly grease with butter.

    Spoon the Dough

    Spoon about 1/4 cup of the dough into the skillet, spreading it slightly with the back of the spoon.

    Add Filling

    Spoon about 2 tablespoons of the filling over the dough in the skillet.

    Cover with More Dough

    Top with another 1/4 cup of dough, spreading it over the filling to cover completely.

    Cook the Pannigans

    Cook for about 4-5 minutes on one side until golden brown, then flip carefully and cook for another 4-5 minutes until golden brown and cooked through.

Finishing Touches

    Add Cheese

    In the last minute of cooking, sprinkle shredded mozzarella cheese on top of each pannigan and cover the skillet to melt the cheese.

    Garnish and Serve

    Once the cheese is melted, remove the pannigans from the skillet, garnish with chopped fresh parsley, and serve warm.
