Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add the boiling water while stirring with a fork until the mixture forms a shaggy dough. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for at least 30 minutes.

Roll Out the Dough
After resting, divide the dough into two pieces. Roll out one piece into a thin sheet (about 1/8 inch thick). Use a round cutter or glass to cut out circles (about 3 inches in diameter). Repeat with the second piece of dough.

Prepare the Filling
In a large bowl, mix together the ground chicken, chopped green onions, shredded cabbage, minced garlic, minced ginger, soy sauce, sesame oil, and pepper. Stir until well combined.

Fill the Dumplings
Take a dough circle and place about 1 tablespoon of the chicken filling in the center. Wet the edges of the circle with water, fold in half, and pinch to seal tightly. Repeat until all dough and filling are used.

Cook the Dumplings
In a large skillet, heat 1 tablespoon of oil over medium heat. Arrange the dumplings in a single layer and cook for 2-3 minutes until the bottoms are golden brown. Add 1/4 cup of water to the skillet and cover immediately. Cook for an additional 5-7 minutes until the water evaporates and the dumplings are cooked through.

Make the Dipping Sauce
In a small saucepan, combine the orange juice, soy sauce, honey, rice vinegar, and red pepper flakes. Bring to a simmer over medium heat and cook for 5 minutes until slightly thickened. Remove from heat and let cool.
