Make the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a lightly floured surface for about 5-7 minutes until smooth. Wrap the dough in plastic wrap and let it rest for at least 30 minutes.

Prepare the Filling
In a bowl, mix together the ground chicken, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Combine well and set aside.

Assemble the Pot Stickers
On a floured surface, divide the dough into small pieces (about the size of a golf ball). Roll each piece into a thin circle. Place a small spoonful of the filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal.
Cooking

Cook the Pot Stickers
Heat a large skillet over medium-high heat and add a tablespoon of oil. Place the pot stickers in the skillet, making sure not to overcrowd them. Cook for about 2-3 minutes until the bottoms are golden brown. Add about 1/4 cup of water to the skillet and cover immediately. Steam for about 5-7 minutes until the water has evaporated and the pot stickers are cooked through.

Make the Dipping Sauce
In a small bowl, whisk together the soy sauce, rice vinegar, sesame oil, chili oil, and sugar until well combined. Adjust seasoning to taste.

Serve the pot stickers hot with the dipping sauce on the side.
