Prepare Calamari
Rinse the calamari rings under cold water and pat them dry with paper towels.

Make Batter
In a bowl, combine all-purpose flour, cornstarch, salt, and black pepper. In another bowl, whisk the egg and water together. Dip the calamari rings first into the egg mixture and then into the flour mixture to coat.

Fry Calamari
In a large pot, heat oil to 375°F (190°C). Fry the coated calamari in batches until golden brown and crispy, about 2-3 minutes. Remove and drain on paper towels.

Make Sauce
In a bowl, whisk together peanut butter, soy sauce, honey, rice vinegar, minced garlic, minced ginger, and water until smooth. Adjust consistency with more water if necessary. Add red pepper flakes for heat.
