    Make the Filling

    In a skillet over medium heat, add olive oil and sauté the diced onion until translucent. Add minced garlic and cook for another minute.

    Cook the Beef

    Add ground beef to the skillet and cook until browned. Stir in black beans, corn, cumin, paprika, salt, and pepper. Cook for an additional 5 minutes, then remove from heat and let cool.

    Prepare the Pastry

    In a mixing bowl, combine flour and cubed butter. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs. Add ice-cold water gradually until the dough comes together.

    Roll Out the Dough

    Divide the dough into small balls. Roll each ball out on a floured surface to about 1/8 inch thick. Cut into circles using a biscuit cutter or a glass.

    Fill the Empanadas

    Place a tablespoon of filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape and press the edges to seal. Use a fork to crimp the edges.

    Bake

    Preheat the oven to 375°F (190°C). Place empanadas on a baking sheet lined with parchment paper and bake for 25-30 minutes until golden brown.
