Cook the Pasta
In a large pot of boiling salted water, cook the penne pasta according to package instructions until al dente. Drain and set aside.

Sauté the Vegetables
In a large skillet, heat olive oil over medium heat. Add diced onions and bell peppers, and sauté for about 5 minutes until they are softened.

Add Tomatoes
Stir in the grape tomatoes and cook for another 3-4 minutes until they start to burst.

Prepare the Sauce
Reduce heat to low and add heavy cream, lemon juice, and lemon pepper seasoning to the skillet. Stir well and let simmer for 2-3 minutes.

Combine with Pasta
Add the cooked penne pasta to the skillet, tossing gently to coat the pasta in the lemon pepper cream sauce. Season with salt and black pepper to taste.

Remove from heat and serve the pasta warm, garnished with grated Parmesan cheese.
