Prepare the Hot Chocolate
In a small saucepan, heat the milk over medium heat until steaming but not boiling.

Mix Cocoa and Sugar
In a separate bowl, mix the cocoa powder and sugar. Add a splash of the warm milk to create a smooth paste.

Combine Mixtures
Pour the cocoa mixture back into the saucepan with the rest of the milk. Stir in the vanilla extract.

Heat Through
Continue to heat the mixture, stirring frequently, until hot but not boiling.

Serve
Pour the hot chocolate into mugs and top generously with whipped cream.
