Prepare the Filling
In a large skillet, heat 2 tablespoons of olive oil over medium heat. Add the chopped onion, green pepper, and red pepper. Sauté until the vegetables are softened, about 5 minutes. Stir in the diced tomato, rice, mint, parsley, salt, and black pepper. Add 1.5 cups of water and bring to a simmer. Cover and cook until the rice is tender and water is absorbed, about 15 minutes. Remove from heat and let cool slightly.

Stuff the Grape Leaves
Lay a grape leaf on a flat surface, vein side up. Place a tablespoon of filling at the base of the leaf. Fold the sides over the filling and roll from the base upwards to form a tight roll. Repeat with the remaining leaves and filling.

Cook the Stuffed Grape Leaves
In a large pot, arrange the stuffed grape leaves seam side down. Drizzle with the remaining olive oil and add enough water to cover the leaves. Place a plate on top to keep them submerged. Cover and simmer over low heat for about 30 minutes, or until the leaves are tender.
