In a large bowl, soak the fine bulgur wheat in 1.5 cups of water for about 30 minutes, or until it absorbs the water and becomes soft. Drain any excess water if necessary.

In a skillet, heat 2 tablespoons of olive oil over medium heat. Add the chopped onion and sauté until translucent. Add the ground meat, cumin, salt, and black pepper. Cook until the meat is browned. Stir in the pine nuts and chopped parsley, and cook for an additional 2-3 minutes. Set aside to cool.

Take a small portion of the dough and flatten it into a disc in the palm of your hand. Place a spoonful of the meat filling in the center, and fold the edges over to seal it. Shape into an oval or football shape.
