Method
Preparing the Suadero

Season the Meat
Rub the beef brisket or flank steak with salt, black pepper, cumin, garlic powder, and onion powder. Ensure the meat is evenly coated with the spices.

Heat the Oil
In a deep skillet or frying pan, heat vegetable oil over medium-high heat until hot.

Fry the Tortillas
Fry the corn tortillas one at a time in the hot oil for about 1-2 minutes on each side until they are crispy and golden brown. Remove and drain on paper towels.
Creating Costra de Queso

Melt the Cheese
In a non-stick skillet, sprinkle a thin layer of queso Oaxaca or mozzarella cheese over medium heat. Allow it to melt and slightly crisp up, about 2-3 minutes.

Form the Costra
Once the cheese is melted and golden, carefully lift it from the pan and let it cool slightly to hold its shape. This will be the costra.
