In a bowl, combine chicken thighs with buttermilk and refrigerate for at least 2 hours or overnight.

In a shallow dish, mix flour, cayenne, garlic powder, onion powder, salt, and black pepper.

Remove chicken from buttermilk, dredge in the flour mixture, and fry in hot oil until golden brown and cooked through, about 6-8 minutes per side.

In a saucepan, combine cayenne, brown sugar, garlic powder, paprika, vegetable oil, and salt. Cook over low heat for about 5 minutes, stirring until smooth.

In a large bowl, combine shredded cabbage, carrots, jalapeños, mayonnaise, vinegar, salt, and pepper. Mix well and refrigerate for at least 30 minutes.
