In a large mixing bowl, combine glutinous rice flour and granulated sugar. Gradually add water, stirring the mixture until smooth and lump-free.

Cooking the Dough
Transfer the mixture to a microwave-safe bowl. Cover it with a damp cloth or plastic wrap. Microwave on high for 1 minute, then stir. Repeat this process for a total of 3 minutes, stirring after each minute until the mixture becomes a thick, sticky dough.

Once the dough is cooked, let it cool slightly (about 5-10 minutes) but still stay warm enough to handle. Dust your work surface generously with cornstarch to prevent sticking.
Assembling the Mochi

Scoop ice cream into small balls, about 1 tablespoon each, and place them on a parchment-lined tray. Freeze the ice cream balls for at least 30 minutes until firm.

Forming the Mochi
Dust your hands with cornstarch. Take a small piece of the mochi dough (about the size of a golf ball) and flatten it in your palm. Place a frozen ice cream ball in the center and carefully wrap the dough around the ice cream, pinching it closed. Ensure there are no gaps.

Chilling the Mochi
Place the filled mochi on a cornstarch-dusted tray and repeat with the remaining dough and ice cream. Once all mochi are formed, cover them with plastic wrap and freeze for at least 1 hour to set.
