Prepare the Filling
Boil the potatoes until soft. Peel and mash them in a bowl. In a separate bowl, crumble the paneer. Steam or blanch the broccoli and chop it finely. In a large bowl, combine the mashed potatoes, crumbled paneer, green peas, chopped broccoli, chili flakes, salt, cumin powder, and coriander powder. Mix well and set aside.

Prepare the Dough
In a mixing bowl, combine 2 cups of all-purpose flour with a pinch of salt. Gradually add water and knead into a smooth dough. Cover it with a damp cloth and let it rest for 20 minutes.

Roll and Fill
Divide the dough into small balls. Roll each ball into a thin circle (about 6-7 inches in diameter). Place a generous amount of filling on one side of the circle and roll it tightly into a pinwheel shape. Seal the edges with water.

Fry the Pinwheels
Heat oil in a deep frying pan over medium heat. Once the oil is hot, carefully place the pinwheels in the oil. Fry them until they turn golden brown and crispy, about 3-4 minutes on each side. Remove and drain on paper towels.

Serve the Shahi Samosa Pinwheels hot with mint chutney or ketchup.
