Prepare the Cheese
Cut the Queso Blanco cheese into cubes, about 1-inch in size.

Make the Batter
In a large bowl, combine flour, cornstarch, baking powder, salt, and black pepper. Mix well. In another bowl, whisk together the eggs and milk. Gradually add the wet ingredients to the dry ingredients, stirring until smooth.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium heat until hot, about 350°F (175°C).

Fry the Cheese
Dip each cheese cube into the batter, allowing excess to drip off. Carefully place the battered cheese cubes into the hot oil in batches. Fry until golden brown and crispy, about 2-3 minutes per side.

Drain and Serve
Once cooked, remove the fried cheese from the oil and drain on paper towels. Garnish with fresh chopped cilantro and serve with sour cream and salsa on the side.
