Prepare the Fish Mixture
In a food processor, combine the white fish fillet, tapioca starch, minced garlic, fish sauce, sugar, black pepper, and cold water. Blend until you achieve a smooth paste.

Form the Fish Balls
With wet hands, take small portions of the fish mixture and shape them into balls, about the size of a golf ball.

Heat the Oil
In a deep frying pan or wok, heat the vegetable oil over medium-high heat until it reaches 180°C (350°F).

Fry the Fish Balls
Carefully drop the fish balls into the hot oil and fry in batches until they are golden brown and cooked through, about 5-7 minutes. Remove and drain on paper towels.

Prepare the Sauce
Serve the fish balls with crushed peanuts sprinkled on top and a side of plum sauce for dipping.
