Prepare the Dough
In a large bowl, combine flour and salt. Make a well in the center, add eggs and water. Mix until a dough forms. Knead for about 10 minutes until smooth. Cover with a cloth and let it rest for 30 minutes.

Roll Out the Dough
Divide the dough into quarters. Roll out one quarter on a floured surface until thin (about 1/8 inch). Use a round cutter (about 3 inches in diameter) to cut out circles.

Fill the Dumplings
Place a teaspoon of filling in the center of each dough circle. Fold the circle in half and pinch the edges to seal. Ensure there are no air pockets.

Cook the Pelmeni
Bring a large pot of salted water to a boil. Drop the pelmeni in batches into the boiling water. Cook until they float to the surface (about 5-7 minutes). Remove with a slotted spoon.

Serve
Serve hot with a dollop of sour cream on the side.
