In a medium bowl, combine the soy sauce, brown sugar, rice vinegar, sesame oil, minced garlic, and grated ginger. Whisk until the sugar is dissolved and the mixture is well combined.

Marinate Chicken
Place the chicken thighs in a large resealable plastic bag or a shallow dish. Pour the marinade over the chicken, ensuring it is well coated. Seal the bag or cover the dish and refrigerate for at least 1 hour, or overnight for best results.

Prepare Vegetables
While the chicken is marinating, wash and slice the bell peppers and julienne the carrot. Chop the green onions and set aside.

Heat a large skillet or wok over medium-high heat. Remove the chicken from the marinade (discard the marinade) and add it to the skillet. Cook for about 5-7 minutes on each side, or until the chicken is cooked through and has a nice golden color. Remove the chicken from the skillet and let it rest.

In the same skillet, add the sliced bell peppers and julienned carrot. Stir-fry for about 3-4 minutes until the vegetables are tender-crisp. Add the chopped green onions and cook for an additional minute.
