Prepare the Mixture
In a small bowl, mix the cocoa powder, sugar, and salt together.

Heat the Milk
In a saucepan over medium heat, warm the milk until it is steaming but not boiling.

Gradually whisk the cocoa mixture into the warm milk until fully dissolved and smooth.

Remove from heat and stir in the vanilla extract.

Pour the hot chocolate into mugs and top with whipped cream and chocolate shavings if desired.
