Prepare the Grits
In a medium saucepan, bring the water or chicken broth to a boil. Stir in the grits and salt, reduce heat to low, cover, and cook for 20-25 minutes, stirring occasionally, until thickened.

Add Cheese and Green Chiles
Once the grits are cooked, remove from heat and stir in the cheddar cheese and diced green chiles. Mix until the cheese is melted and everything is well combined. Keep warm.

Cook the Shrimp
In a large skillet, heat the olive oil over medium heat. Add the minced garlic and cook for 1 minute until fragrant. Stir in the red chile powder, then add the shrimp. Cook for 3-4 minutes, or until the shrimp are pink and opaque. Season with black pepper.

Serve
To serve, spoon the cheesy grits onto plates, top with the red chile shrimp, and garnish with tortilla strips and lime wedges.
